These Terms and Conditions (“Terms”) govern your use of the LeadShield LLC (“LeadShield,” “we,” “us,” or “our”) website and your interactions with our training, class registration, lead testing, lead-safe jobsite services, continuing education information, and related resources.
By using this website or registering for a LeadShield service or class, you agree to these Terms and any additional terms provided for the applicable course or service.
Contractor-Focused Website Information
LeadShield primarily serves contractors, firms, property managers, maintenance professionals, sole proprietors, and paid specialty tradespeople who perform renovation, repair, or painting work.
Website content is intended to help these professionals understand LeadShield services and general lead-safe renovation requirements. It is not a substitute for the regulations, licensing requirements, or professional advice that may apply to a particular project.
RRP Program Information
Utah’s Renovation, Repair and Painting requirements apply to many paid renovation activities that disturb painted surfaces in covered pre-1978 housing, rental units, childcare facilities, schools, and similar properties.
Covered activities can include remodeling, repair and maintenance, electrical work, plumbing, paint preparation, carpentry, window replacement, and other work that disturbs painted surfaces.
Contractors and firms are responsible for determining how the applicable RRP requirements apply to their projects.
Firm Certification Responsibilities
Firm certification is separate from individual renovator certification.
Companies performing regulated renovation activities for compensation must apply to the Utah Division of Air Quality for the applicable firm certification. Utah uses the ATLAS system for company and individual applications.
A firm’s responsibility for maintaining its certification is not satisfied merely because an owner, employee, or subcontractor has completed an RRP training course.
Individual Renovator Certification
Completing an accredited RRP training course and receiving a course-completion certificate does not by itself complete the Utah certification process.
Utah requires individuals to successfully complete the applicable training and then submit the required state certification application and Citizenship Certification Form to the Utah Division of Air Quality.
LeadShield provides guidance on the ATLAS application process as part of its training approach, but each attendee remains responsible for completing the required state application and providing accurate information.
RRP Refresher Training
Utah’s guidance requires certified renovators to complete an accredited four-hour refresher course every five years to maintain certification.
Attendees are responsible for monitoring their own certification status and registering for the appropriate refresher course before applicable deadlines.
LeadShield does not guarantee that registering for or completing a class will correct an expired or otherwise deficient certification status.
Training Registration
Registration is required for LeadShield training classes.
Course listings may provide information regarding:
- Course type
- Date and time
- Training venue
- Registration price
- Attendance requirements
- Continuing education availability
- Items attendees should bring
- Applicable course or registration terms
Any class-specific terms provided during registration apply in addition to these Terms.
Course-Completion Documentation
LeadShield may provide applicable course-completion documentation after an attendee successfully completes the requirements of a qualifying class.
Course-completion documentation should not be represented as proof that the attendee has completed all Utah certification requirements unless the required state process has also been completed.
Attendees are responsible for retaining their own training and certification records.
ATLAS Application Guidance
LeadShield training may include practical guidance on the Utah ATLAS application process.
This guidance is intended to help attendees understand the steps that follow course completion. LeadShield does not control Utah DAQ application decisions, processing times, fees, documentation requirements, or final certification determinations.
Submitting an application does not guarantee approval.
Continuing Education
Continuing education hours may be available for eligible attendees and licensing programs when specifically identified.
CE eligibility, reporting requirements, available hours, and any additional reporting fee depend on the applicable program and should be confirmed before registration.
Continuing education credit is separate from Utah RRP certification and does not replace required RRP training or Utah DAQ certification requirements.
Lead Testing
LeadShield provides renovation-focused lead testing only within the scope of its available services and verified credentials.
Contractors working on covered pre-1978 projects cannot simply assume affected painted components are lead-free. When there is no qualifying lead-free determination or other applicable exclusion, the project must proceed under the applicable RRP requirements.
Paint testing itself is not required in every circumstance under the RRP framework. When testing is used to establish whether affected components are lead-free, it must be performed by an appropriately qualified professional using an accepted method.
Lead-Based Paint Determinations
A lead-related determination applies only within the scope of the testing or service performed.
A determination concerning one component, room, or work area should not automatically be interpreted as establishing that an entire property is lead-free.
Customers and contractors are responsible for ensuring that all painted components affected by their renovation are handled according to the applicable requirements.
Lead-Safe Job Setup and Cleanup
LeadShield provides lead-safe work-area setup, containment, teardown, and cleanup support for qualifying renovation projects.
Utah identifies work-area isolation, dust and debris control, waste containment, and post-renovation cleanup as required work practices on covered projects.
LeadShield’s involvement does not transfer the renovation firm’s or certified renovator’s regulatory responsibilities to LeadShield.
Certified Renovator and Firm Responsibilities
Utah-certified renovation firms must ensure that covered projects are performed according to applicable work-practice requirements and that a certified renovator is assigned to regulated renovations. Workers must either be certified or receive the required instruction from a certified renovator.
Certified renovators also have specific responsibilities related to worker instruction, project supervision, availability during key stages, and cleanliness verification.
LeadShield training and field services do not relieve firms, renovators, employers, or contractors of these responsibilities.
Prohibited Work Practices
Certain high-risk practices are prohibited or restricted under Utah’s lead-based paint requirements.
These include open-flame burning or torching and specified sanding, grinding, needle gunning, or blasting activities performed without required controls.
Contractors remain responsible for understanding and following all work-practice restrictions applicable to their projects.
Regulated Lead Activities
LeadShield does not broadly advertise its services as lead abatement, comprehensive lead inspection, risk assessment, clearance examination, XRF testing, or laboratory analysis unless that specific service and the credentials required to perform it have been expressly verified.
These activities may be subject to separate professional and regulatory requirements.
Service Requests and Estimates
Submitting a website form, requesting information, or asking for an estimate does not automatically create a service agreement.
LeadShield may request information about the property, project scope, affected painted components, access conditions, schedule, or existing lead-related documentation before determining the appropriate service.
Any quote or estimate is based on the information available at the time it is prepared.
Customer and Contractor Responsibilities
Customers and contractors are responsible for providing accurate information relevant to the requested training or field service.
This may include:
- Property age
- Planned renovation activities
- Affected painted components
- Existing testing or lead-related documentation
- Certification information
- Project schedule
- Worksite hazards or access limitations
Material changes should be communicated to LeadShield as soon as reasonably possible.
Scheduling and Cancellations
Classes and field services are subject to scheduling, venue availability, project conditions, and other operational considerations.
Training registrations are also subject to LeadShield’s separate Training Registration, Cancellation and Refund Policy and any class-specific terms provided during registration.
Where a transaction-specific policy addresses a matter differently from these general Terms, the more specific terms will control.
Pricing and Payment
Course and service pricing may vary by class, project, reporting requirement, or service scope.
Applicable registration fees, continuing education reporting fees, project charges, and payment requirements will be communicated before the applicable transaction is completed.
Prices may change unless otherwise stated in a confirmed registration, quote, or agreement.
Third-Party Government and Regulatory Systems
LeadShield may provide links or guidance relating to Utah DAQ, ATLAS, EPA resources, or other government systems.
LeadShield does not operate these systems and is not responsible for their availability, technical performance, processing times, application decisions, or changes to government procedures.
No Guarantee of Certification or Regulatory Outcome
LeadShield cannot guarantee that an attendee, contractor, or firm will receive, maintain, or renew a particular state certification, license, continuing education credit, regulatory approval, or other professional status.
Those determinations are made by the applicable government agency, licensing authority, or professional program.
Website Content and Regulatory Updates
LeadShield makes reasonable efforts to provide current information, but lead-related rules, fees, forms, agency procedures, and training requirements may change.
Contractors and firms remain responsible for complying with the current Utah Lead-Based Paint Administrative Rules and other requirements applicable to their work. The Utah DAQ flyer likewise states that regulated parties are responsible for compliance with the current rules.
Intellectual Property
Unless otherwise stated, LeadShield website content, branding, original educational materials, photographs, graphics, and other proprietary content are owned by LeadShield or used with permission.
Website materials may not be reproduced, sold, republished, or commercially distributed without permission except where permitted by law.
Third-Party Links
The website may link to EPA, Utah DAQ, ATLAS, licensing resources, registration platforms, or other third-party services.
LeadShield does not control independent third-party websites and is not responsible for their content, security, policies, or availability.

LeadShield does not warrant that general website information will address every project, property condition, certification situation, or regulatory requirement.
Specific training and field services are governed by the terms applicable to the individual course or project.
Limitation of Liability
To the extent permitted by applicable law, LeadShield is not responsible for indirect, incidental, special, consequential, or similar damages arising solely from use of the website or reliance on general website information.
Nothing in these Terms excludes liability where exclusion would be prohibited by law.
Privacy
Your use of the LeadShield website is also subject to the LeadShield Privacy Policy.
That policy explains how information may be collected, used, retained, and protected when visitors submit forms, request services, or register for training.

LeadShield may update these Terms as training programs, field services, regulatory requirements, website features, or business practices change.
The “Last Updated” date at the top of this page will be revised when material changes are made.
Governing Law
These Terms are governed by applicable laws of the State of Utah, except where federal law or another legally controlling jurisdiction applies.
Nothing in these Terms limits rights or obligations that cannot lawfully be waived.
