RRP Contractor Training In Utah

A Practical Resource For RRP Contractors

Utah’s Renovation, Repair and Painting requirements apply to many paid renovation activities that disturb painted surfaces in pre-1978 housing, rental units, schools, childcare centers, and other covered child-occupied facilities.

Professionals who may be affected include:

Training That Goes Beyond

LeadShield focuses on practical instruction that helps contractors understand required lead-safe work practices, including work-area control, containment, cleanup, and the responsibilities that come with regulated renovation work.

Help With Utah ATLAS Process

Completing an accredited training course is only part of becoming a Utah-certified renovator, individuals must also submit the required certification application through the ATLAS system. LeadShield training includes guidance on this application process so students understand what comes after class.

Lead-Safe Services

LeadShield also supports qualifying renovation projects through lead testing and lead-safe jobsite setup and cleanup. This gives contractors another resource when they need help gathering information about affected painted surfaces or preparing a controlled renovation area.

Understanding Who The RRP Program Applies To

The RRP Program establishes requirements for firms and individuals performing covered renovation, repair, and painting work that can disturb lead-based paint. In Utah, companies performing regulated renovation activities for compensation must obtain certification through the Utah Division of Air Quality.

This includes sole proprietors and firms receiving payment for covered work. A certified renovation firm must ensure that applicable renovation work is performed under Utah requirements, that a Utah-certified renovator is assigned to each regulated renovation, and that workers are either certified or receive the required on-the-job instruction from a certified renovator.

Covered work can include remodeling, repair and maintenance, painting preparation, carpentry, plumbing, electrical work, window replacement, and other activities that disturb painted or coated surfaces.

For covered pre-1978 properties, contractors need to determine how the lead-based paint requirements apply before renovation begins. Where an affected component has not been properly determined to be lead-free under the applicable rules, contractors should not assume the RRP requirements can be avoided. Utah recognizes qualifying lead-free determinations made by appropriately certified professionals, including certified renovators within their authorized role.

There are exclusions and exceptions. The rule does not generally apply to properties built in 1978 or later, and certain qualifying housing and minor repair activities may fall outside its scope. The Utah guidance also identifies limited minor repair thresholds, while specifically noting that window removal and demolition activities remain subject to the rule.

For projects that are covered, required practices include defining and isolating the work area, preventing dust and debris from escaping, containing renovation waste, and cleaning the area after work is complete. Certain high-risk practices are also prohibited.

Practical Education

Lead safety requirements can feel complicated when you're trying to manage a project at the same time. LeadShield focuses on explaining the information in a way that working contractors can actually use.
